In the title, So can Windows 7 run Mach or not on a normal desktop?

I am currently running an old Dell with a PIII 500mhz and less than 1mb memory, it is at it's limit.
I can get a new computer from BestBuy for $329, but it is running Windows 7, so another $70 for Windows XP making this $400 total.
I can also get an older used Dell compter from The Used Computer Warehouse that is a Pentium 4 2.7 ghz with 1gb and already running XP for $400 also.
Kinda seems like a no brainer, but what would you guys purchase.

I bought a Logitech Dual Axis gamepad and am trying to configure it to work with my machine. When I enable the joystick from the Configure Plug-In screen I notice that my Pulse Frequency drastically drops from 35034 to a measley 250, so when I try to jog anyone of the axis it just chugs with a very slow ramp up speed and then a very slow jog and then a very slow deceleration.
Help please, note I tried to map the x and y axis with and without keygrabber and have the same results.

I have a DIY JGRO 3 axis router, running Mach3 and code generated in Vectric Cut2D.  The computer is a Dell Pentium 3 500mhz running WindowsXP.  Can't remember how much ram it has.
Also I am new to all of this even though I started my machine in late 2006.
The sign I made was fairly simplistic , I thought, and the first pass went just fine and the second pass was fine up to near the end of the entire run.  Here are some pics:

General Mach Discussion / running Mach3 demo version 2.0 since 2006

Let me clarify, my machine has never cut anything as I am finally getting finalized so I have had Mach3 demo version 2.0 installed since then.
My question is this:  Since I have tuned my machine to this older version of Mach3 what will happen when I buy a license and want to load up the latest version of Mach3?  Will I go through a very painful time this process or is it pretty straight forward in upgrading?
