General Mach Discussion / Computer swap - need help

Hi guys. I'm new here and looking for some help that is hopefully it is a small issue.
I have an older plasma table that uses candc drives and serial and parallel ports .
The original computer gave the blue screen of death.
So I replaced the computer and i have one small problem. The torch on relay keeps flickering, it will actually turn plasma on if the power is on..
The motion is working fine. I tried the serial port test button in mach 3 and it says that there is no serial communication.
I have checked the addresses and it appears ok. Windows says the port is working.
Any help would be great, I've been staring at it for a day, rereading the same stuff, and I think I missing something.
