Can anyone give me the shortcut to step-by-step information on how to hook up and configure Mach3 with a HobbyCNC Pro Board?

I'm having a bit a confusion regarding the speeds set in Mach3.  

I went into the config and set the max speeds and all that good stuff, but I don't understand the relationship between that and the CAD software settings. Is the speed controlled by Mach3, the CAM software, or both?
