Title: Lazy inside/outside

Once I import a .DXF into LazyCam, is it possible to designate the cutting to be 'inside' or 'outside' the lines drawn rather than on the cutting line itself?

Unfortunately that is not possible (LazyCam is quite old and does not have the refinements of modern CAD/CAM software). However, if you are really crafty with your design work you could use the Mach3 Scale DRO's to slightly enlarge or shrink the work to produce the desired effect.

I do not understand. I am just trying out LazyCAM (no G-code generation) but the offsets tab gives you outside (for the outline) and inside offsets (for cutouts) and these are shown correctly on the visual. Ses Dxf file attached created by LibreCAD

You are quite correct, the visual display does show the offset but with the standard version you will not be able to create the correct Gcode toolpath. As said earlier, LazyCam is old / unsupported and using modern CAD/CAM software is the way forward.
