Title: what program can I use to layout my own text

what program can I use to layout my own text and design for making signs? how do I convert this file to a format to be run on the Mach 3 software?

Take a look at Vectric software http://www.vectric.com/
It is not free but it is easy to learn / use, has suitable Mach3/Mach4 post processors (which create the Gcode) and has 'try before you buy' demo versions just like Mach.

I used to work in digital prepress. I worked with all the Adobe products. Say I did a layout in Adobe Indesign is there a converter to G code.

In short, no, you will save the artwork in a format compatible with the CAM software of your choice and generate the code with CAM.
