Title: Is this possible on a 3 axis machine

If I wanted to make something like this:

would it be possible on a 3 axis machine? how would I make the lip on the top of the pipe?

 ??? Mill outside profile, drill hole ,put it on arbor .

Stick turning tool in vise turn the rest .

It would be easer to turn it and then mill.

I had a mill cutter modified with a notch in the flutes to cut the lip.

Form tool, like garyhlucas described. A special tool, that is shaped to make a specific feature. Also,, yes, easier to turn it, then mill to finish. However,,, in aerospace, we mill perfectly round enough features like that,, with a 16 finish all day long,, on a regular old 3 axis industrial type machine. Im sure a bench top, or hobby machine can too, but accuracy and finish will not be aerospace standard!
