Hi, Could I set up an encoder or mpg input to increase and decrease the
feed rate override?

no but you can use a pot with modio or a PLC...

Hi again!
Ok, but could I have two usb joysticks? One for jogging the axis and
the other to set override and maybe jogspeed and so on.

Brian, doesn't this quote from the Mach2 customizing manual contradict you here.
"It is also possible to connect an encoder (typically low resolution like those used as "digital potentiometers" in hi-fi and video equipment) and to generate a given scancode for each "click" in the clockwise direction and another scancode for each counterclockwise click."
Doesn't this say that you can use an encoder for feedrate override?

This is like using the input as a button.... there are a few that have done that in the past but I don't know how it worked.
