Title: X, Z radius cut, or Z, A radius cut ?

Firstly I have to thank all the users for the information in this forum. I'm a newbie and have learnt a lot from everyone else's questions and answers.
I do need some help that I can't seem to find any info about.
I'm trying to cut internal and external radius through the x and z axis.
It is cutting and block of timber mounted in the A(rotating) axis.
Would it be better to cut using the X,Z axis or cut using the Z, A axis?
As I'm not sure exactly what I'm doing, can anyone send me a link to some information on these subjects.
Or better still if someone could write a working code so I can see it working and understanding why it is doing it.
