Title: How does the system wait for spindle reach full speed.

My spindle  needs some time to reach full speed  So the axis movements should  wait for a while. How can I  do it by a macro?

you could do it by macro but you moght want to try the spindle delay settings you can set spinup and down cw and ccw. Or just set a g4pXX setting after the m3 and before the next g movement.

It's built in.  Mach>config>ports and pins>spindle setup (tab)>general parameters section.
