Title: Help with z part offset

I am struggling with influence of the gauge block height sand the z part offset.  It only seems to affect me in a second tool of a drilling operation.  I reference my xy in my fixture offset and set my tool offsets with my gauge block height in the bottom right of the offset screen but after a tool change when the machine is at machine zero in the z when I press cycle start it trys to go up versus down.  Please help I am confounded.
