Will Mach 3 ever be used on tablets such as the IPad or Nexus 7 ?

That's really impossible to say, but I'd think that your best bet would be a Windows 8 (or later) tablet running an external motion controller. And I'd expect it to be at least 3 years before you see it.

Mach4 (the next version) has been in development for 3 years. When it's (hopefully) released next year, I'd expect at least another year or more for development of additional features with a much higher priority than tablet support.

Mach3 v4 will run under Windows, OS/X and Linux, so, presumably, could also easily run under Chrome.  So, a tablet is not impossible. The current Mach3 will never run on a tablet.

 You can also check out "Splashtop Streamer" for android as you can run any app from your tablet or phone. Now in theory while it may work for machines, since you need internet/ wifi type setups, I would never trust it with running a machine, but it's a whole lot of fun running your PC desktop from your phone or tablet  ;)
