Always draw to scale in mm or inches or suggest  dimensions in drawing should agree with your Mach unit configuration.
The unit in a drawing should be convertible by some distinct factor to some other desired unit.
Else..... How can you scale properly ( your asking for problems)?

I have a Dell Optiplex 740 and can't use it for Mach 3 with the Parallel port.
( We have tested numerous different Dell's and they all sucked!)
The quality of the output signal generated from the pc is poor due to onboard grahics or whatever.There is NOTHING much you can do to correct the signal so consider anexternal motion controller or different pc. Another problem will be the pulse frequency stability and actual value.Go to Diganostics and the pulse frequency should be very close to Kernel SPeed and not fluctuating. On some Dell's the pulse frequency was say 24000 instead of 25000 AND the frequency would drop to say 14000 when running a program.


Tweakie already commmented about the grounding and it is important.

My opinion of the Chinese Controller......, problematic junk, and personaly just don't even bother providing support for any of the 30xx series.

Sorry wish my commnents could be positve but you have what you have.

Your router is an emitter source of EMI. Anything that sparks creates noise,
electromagnetic energy noise ( signals we can't understand ). The faster it runs the more noise it is creating. The electromagnetic energy noise could be envisioned as a ball / field  of dirty air around the emitter and the intensity of the dirty air drops off relative to distance. Anything, wire, control box, computer,that cuts that field will couple / have a voltage created on it and the
offending voltage, frequency dependent in many cases, may interfere with a device causing interference to it.

Dealing with EMI is problematic because one needs to have understanding of what is happening, able to look at the big picture,and have a good understanding of basics
relative to RF / EMI. There are "books" written on the subject. I say this because solutions to a problem usually are just some partial suggestions / narrow view of the problem on how to deal with it.
 
Here is some general info at a high level:

EMI / RF / noise creation requires a source of creation which could be called an emitter. The noise can be anything from specific to broad spectrum of frequencies
and vary in intensity and duration. There must be a path from the emitter to receiver and provide for inductive, conductive, or radiated coupling.Then there must be a reciever of the noise. One can address the problem by eliminating the source ( or any one of the above three), minimizing the intensity, protecting the recievers, providing different levels of grounding. By grounding, I mean in terms of providing an less restrictive / independant path to ground for the noise.      

Now I must say  even the most experienced folks on the subject will comment,
" sometimes it's like black magic".

There are three M codes for the spindle.
M3/4 turns on the spindle cw / ccw
M5 turns the spindle off

Try just adding  M3 or M4 to the gcode and see if that works.
 Know nothing about the  UC100 so may want to read the manual about turning the spindle on / off even though
you are doing it manually.

The answer is rather simple.......but elusive ::)

Far enough away such that any EMI / RF field is not strong enough to affect
the recieving electronic device. But, that statement assumes that it is only the field that is causing a problem and nothing was done to control / minimize / reduce the EMI.

Try "sniffing" around to get a flavor of intensity / frequency.

Shearing pins / devices are designed and require a basis. I would say that % functional accuracy would be
in the +- 15 to 20% range. Trying to get to say 5% requires a "lot" testing to have repeatability in that range
but even then 10% may be considered practical.

Before you even try to design a shear device for protection one needs to define what they are trying to protect.
Cost and degree of protection is evaluated based on hazard potential.

Electronic control can be done and in industry they have redundant protection.

How did you develop your custom backplotter?

I did not develop the backplotter. A friend created it  based on what he wanted to do / have from one....really neat as you can do a bunch of things with it  like having it create different levels / color / line type for the gcodes, save it back to a dxf /cvs /spread sheet and even generate gcode from modifications of the backplotted gcode. Additionally can manipulate screen data from machscreen create a drawing from it for easy manipulation and then put the modified info back into machscreen.
