It is not a Mach3 bug otherwise we would all be breaking router bits
My advice would be to bin the cheap Chinese XHC card and fit a quality, US or EU manufactured, motion controller - it will save you money in the end. Selecting a motion controller that will also work with Mach4 would perhaps be good for the future.
(There are a few different motion controllers to choose from but one that I use is the Warp9 ESS).
