While setting up the touch plate I connect the alligator clip to DCM on my USB motion controller and my touch plate to input #4. In ports and pins, I set port #1 and pin #4. When I short the alligator clip and touch plate no light in the digitize box.  I have X and Y homing switches to pin #3 and they work perfectly. I switched out the USB motion controller and with the same results. I also wired straight to DCM and pin #4 eliminating the touch plate and alligator clip and shorted the two wires no digitize light. I've also tried setting active Low on and off same result.  Using Version R3.043.062 of Mach 3 and Windows 10 64-bit. In all the research I've done and videos watched this situation hasn't come up. Can anyone shed some light on this issue?

I solved the problem by reading material on mfg. website. I changed ports and pins from Port #1 to port #3 and everything is working!
