If all you want is a rough as guts cheap thing to do the occasional job, then PP it is for sure (as long as you can find an old PC).
If you want reliable operation on a regular basis for some serious time into the future: go external engine. Me, I favour the ESS.

Mach3 always makes a new copy of the XML file when it exits - but it saves the last version in the xmlbackups folder.

Update, for anyone searching this:

You can have your external subroutine anywhere you like, including in your current directory (c:\Projectdir). For some utterly weird reason, you must prefix the text string with a minus sign to make this work:
m98 (-c:\Projectdir\Project1.tap)

Those couplers are quite good, provided they are a tight fit over the rubber.
Personally, I would aim for a GT2 belt reduction, but in the meantime ...

I think you underestimate what a belt drive onto a ball screw can do. Do not EVER let any part of your body get in the path of an axis movement. These machines can crush skin and bone without raising a sweat.
I agree with Craig about the rest.
