Hi Fred, I had the same problem as you.
Even though you are set to CONTOUR, for some reason the Horizontal Offset still needs to be < the cutter dia.
To make it "stick", I had to go to the MATERIAL (sorry) "STOCK"page, make the entry, hit enter then SAVE SETTINGS before going back to the SHAPES page.
Then it all worked OK for me.
Hope it will for you as well.
