Need help with ports and pins

I have Mach 3 set up on my mill.  I have

enabled flood mist control in ports and pins - spindle set up
Flood M8 output is set to Output #3
in ports and pins - outputs
enabled output #3
set port to one and pin to 17

when I toggle flood on the diagnostics screen, the Output 3 led flashes red. there is no activity on the current state leds, but ther is no activity shown when steppers are running either.
measuring from ground to pin 17, I get approx 0Vdc with flood enabled and flood disabled.
tried different pins to no avail

checked parallel port driver, it is up to date
it is an ECP printer port
checked my cable and it is 1 to 1 connected.
breakout board has continuity from pin 17 input to terminal.

I am at a loss!  HELP!

The Port 1 Pins Current State Led's don't always work as expected so they should be ignored.

If Output#3 LED flashes then that is OK.
When you measure the output voltage on Pin 17 the voltmeter should be connected between Pin 17 and Pin 25 (or any pin between 18 and 25).
Check that you have not allocated Pin 17 to any other functions within the Mach3 set-up.
Check that Signal GND (LPT Pins 18 to 25) is connected to GND on your breakout board.

Thanks. 

I tried using pin 1 and it worked!  Dont know why pin 17 does not work. 

Need to buzz out from cable that plugs into computer port thru to breakout board. 

Also check signal on computer port.
