Failure to load Mill Wizard License File

Hi People,
So many changes at one time makes things harder than they should be.
Have changed computers on my mill.
Have upgraded the new "mill" computer to have the requisite .net files.
Loaded my licensed version of Mach 3
Operated the mill with this computer and Mach 3, all okay apart from no "Blue Screen" yet.

Satisfactorily loaded the NFS mill wizard.
Attempted to load the NFS Wizard License File with the following (bad) results.
1. If I select current user it replies that "it is unable to copy the INF file".
2a. If I select "administrator" (which is me and has no password)
or
2b, If I select myself by name as the administrator (and still without a password)
It replies with "the service cannot be started because it is disabled or because it has no enabled devices associated  with it."
The reason there are no passwords associated with the user of this computer is that it is NEVER connected to my home network or to the Internet.
The only method by which it receives files is by the use of thumb drives which are loaded with the files. scanned and then loaded to the mill driver computer.
Sincere thanks in advance for any assistance at all.
Just a little by the way, the mill is stopped and my piggy bank is collecting cobwebs whilst this is happening. Doesn't it always happen!!

I dont understand your problem. The Mill Wizard does not ask anything about users. Do you mean you right click the icon and ask it to run as admin? That should not be necessary, after installing the wizard just click on the icon and run it as the user you are logged in as.

The wizard does not use any INF files. Do you mean INI file?

To follow the Microsoft conventions we made the wizard load load files using the environment variables. When the wizard runs the first time it silently moves a couple files into the users space. This only happens the first time it runs.

Hi Ron and thanks for your prompt reply. 
Am talking about installing the NFS Mill Wizard License File rather than operating the Mill Wizard software.
In the instructions for installing the License File one is requested to right click the icon.
I've pasted below a copy of Scott's instructions to refresh your memory
With regard to the INF file, you were correct here. It was my typo and should have read INI file.
The remainder of my comments still hold. And I am using Win XP

Scott's instructions.
1).  Save it to some location on the PC that you registered (the Desktop is a
good choice)
2).  Open the Mill Wizard (if using Win 7 or Win 8, right-click on
the shortcut icon and choose "Run As Administrator" from the menu)
3).  Click on Help> About in the menu bar
4).  Click the "Load License File" button on the About screen
5).  Browse to the license file and Open it
6).  Close and re-open the About screen to check that the license is
properly loaded - it should say "Licensed Copy" above the box with the PC
ID.
