Can you please tell me :
for breakout board with usb port, what is the port address in the pin and port setting of Mach3?

You can not have such a thing as far as I am aware, if your device is indeed USB then it will work via a plugin so would not require an address.

Have a look on the downloads page there is a SDK for writing plugins.
