FRO is great if you have a pot especially. Running the code for the first time you can quickly wind down the Feedrate as it approaches (assuming you have FRO and Rapid locked) then when you see its not going to smack anything wind up again, as it approaches the next part that could be an issue wind down again etc etc.
M49 before a thread should allay any worries you have about it being a problem during threading but I think the PP disregards any over ride any when threading but as I dont have the PP I cant really test.

Yes hood - your description of the need to change feed on the fly is exactly
what i would like to do.
You say the PP overrides..... ( what is a PP ?0

PP is parallel port and by that I am meaning if you are using the PP rather than an external controller. I am not 100% sure but I seem to recall Art added that to the parallel port driver so that even if FRO was in force a threading sequence would ignore it and just thread at commanded feerates.
