Verified regular user has execute permissions. I used sysinternals procmon.exe and verified that the DriverTest.exe process is being created but is ending in under 1 second with no obvious failures...

Are you starting the driver test with MACh3 running?Huh

If so Mach3 will not start 2 sessions.
