How do I get an accurate time for the toolpath.  The elapsed window counts 1 second to about every 4.  Is there a way to know the total time to run the toopath wiithout actually running it on the machine?

On the Toolpath page you can press the simulate button and it will run through the code and tell you how long it should take. The few times I have used it it has been accurate.
