Have you tried a different cable?
No, but I will.

Checked the cable out with a continuity check. Each pin checks okay.
Checked the port on the board as well. Checks out okay from pin-holes to the soldered points on the board.
Tried moving the cable and the RS-232 on the board. Everything is rock solid.

Still can't get pin 1 to light up, nor 16.
