if i use mach3 can i block some parameter or i can make some stranded program for the operator to use without changing main parameter in my mach 3 and how can i do that?

I do not fully understand what you are saying BUT you can have different "versions" of Mach 3 for different applications, each with it's own set of parameters.

i'm sorry but i mean after i setting my mach mill and for example calibrate the motor and sell it i'm in need to prevent user to change calibration and my be other parameter can i do this in mach 3

Go to Operator menu then Lock, you will get a box appear asking for a password, type in the password you want to use (there is a default there so make sure you enter your own instead) Once that is done none of the config settings can be altered or even opened. To Unlock its Operator menu then Unlock, enter your password and then you can change Config.

 my "drilling a hole to china problems" turned out to be a C10 breakout board.
